What is the DDC?

The Developmental Disabilities Council is authorized by Public Law 106-402 to address the unmet needs of people with developmental disabilities through system-wide advocacy, planning and demonstration projects.

The mission of the Delaware Developmental Disabilities Planning Council is to ensure that people with developmental disabilities can enjoy the same quality of life as the rest of society. The Council will advocate for change and will educate communities to be responsive and sensitive to the needs, preferences, and choices of all people with developmental disabilities and their families, which will ensure and enhance their participation in life and society through:

  • Holding agencies accountable
  • Access to culturally competent services
  • Educating public and policy makers
  • Empowering persons with developmental disabilities and their families
  • Supporting independence, productivity, inclusion, and integration of persons with disabilities
  • Promoting quality of life and protecting rights and opportunities.
The Council believes that:
  • All people should have inclusive communities and have rights and responsibilities as citizens.
  • The integrity of families needs to be supported.
  • Providers should be consumer-driven.
  • Equality should be promoted.
